Warm Homes: Local Grant (Replacing ECO4)

ECO4 closed in March 2026 and is no longer accepting applications. The Warm Homes: Local Grant is now the primary funded scheme for eligible households.

The Warm Homes: Local Grant is the government's replacement for the ECO4 scheme, providing up to £15,000 of funded energy improvements — including solar panels, heat pumps, insulation, and heating upgrades — for eligible lower-income households.

To qualify, your household income must be below approximately £36,000 per year and your property must have an EPC rating of D, E, F, or G. The grant is delivered through local authorities and can cover multiple measures in a single installation, meaning you may receive both solar panels and insulation at no cost.

Warm Homes Local Grant Eligibility

  • Household income below approximately £36,000 per year
  • Property EPC rating of D, E, F, or G (below EPC C)
  • Property is owner-occupied or privately rented (with landlord consent)
  • Property located in a participating local authority area
  • Measures must be recommended by an assessment

Lendology CIC: Interest-Free Solar Loans

Available to homeowners in Somerset, Bath & North East Somerset, and North Somerset.

Lendology CIC is a community interest lender that provides affordable, interest-free (or low-interest) loans for home energy improvements, including solar panels and battery storage. Unlike bank loans, Lendology loans are specifically designed for energy efficiency upgrades and are repaid in flexible instalments based on your circumstances.

If you are based in Somerset, B&NES, or North Somerset and your household income is modest but above the Warm Homes Grant threshold, Lendology may bridge the gap. Loan amounts are typically up to £15,000 and there is no interest charged for qualifying applicants. D&R Energy can refer you directly to Lendology as part of your installation planning.

0% VAT on Solar Panels Until March 2027

Since April 2022, solar panels, battery storage, and other energy-saving materials have been zero-rated for VAT in the UK. This means you pay no VAT at all on your solar installation, saving you between £1,200 and £1,800 on a typical domestic system compared to the standard 20% rate. The 0% VAT rate is confirmed until at least March 2027, giving homeowners a clear window to take advantage of this significant saving.

The 0% VAT applies to solar panels, inverters, battery storage systems, mounting equipment, and the labour cost of installation. It covers both new solar installations and the addition of battery storage to existing systems. This is not a grant that requires an application or means-testing. Every homeowner in the UK is entitled to 0% VAT on solar panels and batteries, regardless of income or property type.

It is worth noting that the government has not yet confirmed whether the 0% VAT rate will be extended beyond March 2027. If the rate returns to 20%, the cost of a typical 4.5kWp solar installation would increase by approximately £1,500. This makes 2026 an optimal time to invest in solar while the full VAT saving is still available.

The Smart Export Guarantee (SEG)

The Smart Export Guarantee is a government-mandated scheme that requires licensed energy suppliers with more than 150,000 customers to offer a tariff that pays you for surplus solar electricity exported to the national grid. Every MCS-certified solar installation is eligible for the SEG, and D&R Energy registers your system as part of our installation service.

SEG tariff rates vary between energy suppliers and change periodically, so it pays to shop around. Some suppliers offer fixed-rate tariffs while others offer variable rates linked to wholesale electricity prices. When wholesale prices spike, variable SEG tariffs can pay significantly more per kilowatt-hour exported. D&R Energy advises all our customers on the best SEG tariffs available at the time of installation and helps you set up your account.

The SEG works particularly well alongside battery storage. Your battery stores solar electricity for your own evening use, and only genuinely surplus energy is exported to the grid. This maximises the value of every kilowatt-hour your panels generate: you use the most valuable electricity yourself and sell what you cannot use. For a typical 4.5kWp system in Bristol or Somerset, SEG payments can add £100-£300 per year to your savings, depending on your tariff and consumption patterns.

Other Funding and Support Options

Warm Homes Plan Loan (2026/27)

The government's Warm Homes Plan Loan — launching in 2026/27 — will offer 0% interest financing for home energy improvements to all homeowners, regardless of income. Unlike the Warm Homes Local Grant, this scheme is expected to be universally available and will cover solar panels, heat pumps, and battery storage. We will update this page as details are confirmed.

Green Finance and Solar Loans

Several lenders offer green finance products specifically for solar panel installations with lower interest rates than standard personal loans. Monthly repayments are often less than the monthly electricity savings, meaning the system pays for itself from day one. D&R Energy works with several green lenders and can help you explore your options.

Solar Together West of England

Solar Together is a group-buying scheme backed by local councils that negotiates discounted solar prices — typically 30–37% below retail — for homeowners. The scheme runs periodically in the West of England and D&R Energy has participated as an approved installer. Registration is free and there is no obligation to proceed.

Commercial Tax Relief

Business owners can claim the Annual Investment Allowance (up to £1M), allowing full tax relief on solar in year one. At 25% corporation tax, a £50,000 commercial system yields a £12,500 tax saving. Combined with 0% VAT until March 2027, commercial solar payback is typically 3–4 years. Visit our commercial solar page for details.

Why Act Now?

The combination of 0% VAT, the Warm Homes Local Grant, Lendology interest-free loans, and the Smart Export Guarantee makes 2026 one of the best years on record to invest in solar panels. However, these incentives are not permanent. The 0% VAT rate is only confirmed until March 2027, and funded grant programmes have fixed budgets allocated on a first-come, first-served basis. Waiting could mean missing out on thousands of pounds in support.

D&R Energy is based in Portishead and serves homeowners and businesses across the entire South West. As an MCS-certified installer, every system we install qualifies for the Smart Export Guarantee and meets the highest quality standards in the industry. We provide free, no-obligation quotes with transparent pricing, and our team will guide you through every available grant and incentive.

Solar Grants FAQs

ECO4 was a government-backed scheme providing funded solar panels and heat pumps for eligible low-income households. The ECO4 scheme closed in March 2026 and is no longer accepting applications. It has been replaced by the Warm Homes: Local Grant, which offers up to £15,000 for eligible households. Contact D&R Energy for a free eligibility check on current schemes.

The Warm Homes: Local Grant is the primary replacement for ECO4, offering up to £15,000 for energy improvements including solar panels for households with incomes below approximately £36,000 and EPC ratings of D–G. The government's Warm Homes Plan Loan — offering 0% interest to all homeowners — is also launching in 2026/27. Call D&R Energy on 0800 772 0758 for a free eligibility check.

To qualify for the Warm Homes: Local Grant, your household income should be below approximately £36,000 per year and your property must have an EPC rating of D, E, F, or G. You must also own your home or be renting with landlord consent. The grant covers up to £15,000 towards solar panels, heat pumps, insulation, and other measures. D&R Energy can check your eligibility free of charge.

The Boiler Upgrade Scheme provides a £7,500 government grant towards an air source heat pump installation, replacing your gas or oil boiler. To be eligible, your property must have a valid EPC with no outstanding insulation recommendations. The grant is paid directly to your installer and reduces your upfront cost. D&R Energy can handle the full application process as part of your heat pump installation.

Landlords can access the Warm Homes: Local Grant for eligible tenants in privately rented properties (EPC D–G, tenant income below ~£36,000). There is no separate grant for market-rate landlords, but solar panels offer strong returns: higher rents (5–10%), shorter voids, MEES compliance, Smart Export Guarantee income, and capital appreciation. D&R Energy advises landlords across Bristol and Somerset on the best approach for their portfolio.

0% VAT applies to solar panels, inverters, and battery storage when installed as part of a solar PV system. EV chargers and air source heat pumps are not currently zero-rated and are subject to 20% VAT. The 0% VAT on solar and battery storage is confirmed until at least March 2027.

Yes — Lendology CIC offers interest-free (or low-interest) loans for home energy improvements including solar panels and battery storage for homeowners in Somerset, Bath & North East Somerset, and North Somerset. Loan amounts up to approximately £15,000 are available. D&R Energy can refer you to Lendology as part of your installation planning.

Off-gas properties — homes not connected to the mains gas grid — may be eligible for additional support under the Warm Homes: Local Grant. These homes, often heated by oil or LPG, are ideal candidates for combined solar and heat pump installations with grant funding. D&R Energy specialises in off-gas property renewable energy solutions.
